Based on a comparison of 131 countries in 2014, Qatar ranked the highest in repeaters in secondary education as a percentage of total enrollment with 47.1% followed by Chad and Mali. On the other end of the scale was Ukraine with 0.005%, South Korea with 0.006% and Belarus with 0.014%.
