Based on a comparison of 141 countries in 2017, India ranked the highest in fuel imports as a percentage of merchandise imports with 0.293 followed by Trinidad and Tobago and Zimbabwe. On the other end of the scale was Panama with < 0.001, Central African Republic with 0.003 and Kuwait with 0.005.
