Based on a comparison of 121 countries in 2013, Afghanistan ranked the highest in development assistance as a share of GDP with 26.1% followed by Somalia and Burundi. On the other end of the scale was Azerbaijan with -0.085%, Malaysia with -0.036% and China with -0.007%.
