Based on a comparison of 106 countries in 2020, Iraq ranked the highest in grants and other revenue as a share of revenue with 96.5% followed by United Arab Emirates and Somalia. On the other end of the scale was Lithuania with -4.83%, Namibia with 1.84% and Guatemala with 2.48%.
