Based on a comparison of 52 countries in 2013, Puerto Rico ranked the highest in non-life insurance premium as a percentage of GDP with 8.92% followed by USA and Germany. On the other end of the scale was Guatemala with 0.049%, Costa Rica with 0.087% and Honduras with 0.144%.
