Based on a comparison of 36 countries in 2015, Germany ranked the highest in Recorded Offences by Offence Category - Theft with 1,337,196 followed by France and Italy. On the other end of the scale was Liechtenstein with 193, Montenegro with 827 and Cyprus with 918.
