Based on a comparison of 22 countries in 2011, Luxembourg ranked the highest in Share of Population reading Newspapers in the last 12 months by Education - At least once - Pre-primary, primary and lower secondary education (levels 0-2) with 99.3% followed by Slovakia and Finland. On the other end of the scale was Turkey with 57.3%, Romania with 57.9% and Bulgaria with 60.5%.
