This issue of the Caucasus Analytical Digest examines relations between the North and South Caucasus. The first article examines the fractionated nature of the Caucasus and the role that Russia's dominance plays in encouraging these divisions. The second article traces the history of relations between Azerbaijan and Russia and shows how they are working to overcome past differences to focus on common interests in the area of security and economic issues. The final article demonstrates how Georgia is trying to antagonize Russia through its various actions, such as parliament's recent vote declaring that Russia committed genocide against the Circassian peoples in the 18th and 19th centuries, and suggests policies aimed at reducing tensions between the two countries.
