Based on a comparison of 174 countries in 2020, Monaco ranked the highest in fixed line penetration as a percentage of population with 111% followed by Malta and France. On the other end of the scale was Sierra Leone with 0.002%, Chad with 0.033% and Central African Republic with 0.041%.
