Based on a comparison of 140 countries in 2020, Brunei ranked the highest in fuel imports as a percentage of merchandise imports with 0.337 followed by India and Zimbabwe. On the other end of the scale was Kuwait with 0.005, Russia with 0.008 and Iran with 0.010.
