Based on a comparison of 147 countries in 2020, Brunei ranked the highest in fuel imports as a percentage of merchandise imports with 0.365 followed by Bahrain and Mali. On the other end of the scale was Kuwait with 0.004, Russia with 0.007 and Qatar with 0.008.
