Based on a comparison of 72 countries in 2018, Costa Rica ranked the highest in public spending on education as a share of government expenditure with 30.2% followed by Bhutan and Guatemala. On the other end of the scale was South Sudan with 1.07%, Monaco with 6.98% and Liberia with 7.06%.
