Based on a comparison of 121 countries in 2017, Singapore ranked the highest in population in cities of more than 1 million as a share of population with 100% followed by Hong Kong and Puerto Rico. On the other end of the scale was Ethiopia with 4.02%, Nepal with 4.36% and Poland with 4.63%.
