Based on a comparison of 31 countries in 2016, Finland ranked the highest in Individuals using the Internet for interacting with Public Authorities when downloading official forms in the last 12 months (As % of All Individuals who used internet within the last year) with 67.0% followed by Luxembourg and Norway. On the other end of the scale was Romania with 7.00%, Macedonia with 10.0% and Bulgaria with 15.0%.
