Based on a comparison of 32 countries in 2012, Iceland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First and second stage of tertiary education (levels 5 and 6) - Females - As % of Population Aged 25-29 with 120% followed by Lithuania and Finland. On the other end of the scale was Luxembourg with 17.7%, Macedonia with 42.1% and Cyprus with 43.9%.
