Based on a comparison of 20 countries in 2011, Romania ranked the highest in Share of Population by Education visiting Cultural Sites in the last 12 Months - Pre-primary, primary and lower secondary education (levels 0-2) - Total with 97.8% followed by Serbia and Bulgaria. On the other end of the scale was Luxembourg with 27.5%, Finland with 59.3% and Slovenia with 61.8%.
