Based on a comparison of 22 countries in 2011, Romania ranked the highest in Share of Population reading Newspapers in the last 12 months by Education - At least once a month - Upper secondary and post-secondary non-tertiary education (levels 3 and 4) with 12.8% followed by Cyprus and Latvia. On the other end of the scale was Austria with 1.70%, Luxembourg with 2.20% and Germany with 2.60%.
