Based on a comparison of 74 countries in 2014, Spain ranked the highest in net enrollment ratio in pre-primary education with 125% followed by Belgium and Mexico. On the other end of the scale was Tajikistan with 8.99%, Bosnia and Herzegovina with 14.0% and Nigeria with 16.0%.
