Based on a comparison of 33 countries in 2011, Malta ranked the highest in expenditure on secondary level of education as a share of GDP with 5.40% followed by Cyprus and Belgium. On the other end of the scale was Croatia with 0.900%, Romania with 1.00% and Liechtenstein with 1.30%.
