Based on a comparison of 32 countries in 2011, Norway ranked the highest in financial aid to pupils and students (as % of total public expenditure on education) with 17.6% followed by Bulgaria and Cyprus. On the other end of the scale was Croatia with 1.30%, Switzerland with 1.50% and Czechia with 2.90%.
