Based on a comparison of 32 countries in 2012, Lithuania ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First and second stage of tertiary education (levels 5 and 6) - Total - As % of Population Aged 25-29 with 96.8% followed by Iceland and Finland. On the other end of the scale was Luxembourg with 17.0%, Macedonia with 38.5% and Malta with 39.5%.
