Based on a comparison of 32 countries in 2012, Iceland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First stage of tertiary education not leading directly to an advanced research qualification (level 5) - Females - As % of Population Aged 20-29 with 56.5% followed by Lithuania and Finland. On the other end of the scale was Luxembourg with 9.10%, Macedonia with 21.2% and Romania with 23.8%.
